- Small Business Micro-Loan Demonstration Program - provides $15 million for loans and $3 million for grants, 5 year demonstration program. The maximum loan size is $25,000 and the average size is $10,000.
- Community Equity Investments, Inc. - For example Pensacola, FL has lent $43 million since 1982, spawning 80 small businesses and creating 392 new jobs, 75 percent for low-income levels.
- Community Development Centers (CDCs) - There are currently 2000 CDCs targeting services to low-income people and communities in urban and rural areas, with an increasing focus on microenterprise.
- CDBGs - FY 1992 funding for CDBGs is $3.4 billion for a variety of program activities including shelter for the homeless and day-care.
- Minority Business Development Centers - Funding for FY 1992 is $22.5 million, and the average award is $212,000. These centers provide business development services for a minimal fee to minority firms and individuals.
- Enterprise Zones - 37 states have begun to establish local versions of enterprise zones.
