  •  “In collaboration with the U.S Depatrment of Labor’s Reentry Employment Opportunities (REO) department, OIC’s nationwide SOAR program applies a comprehensive “reentry” strategy to address a range of challenges in helping formerly incarcerated adults make a successful transition back into their communities.”[1]

  • “To assist justice involved individuals to make a successful transition back to the community by helping them become productive, responsible, and law-abiding citizens.”[2]

Implementation


  • “SOAR participants will be assessed on their risk factors for obtaining success by using a research based delivery model called IRES (Integrated Reentry and Employment Service). This assessment tool helps to determine the likelihood that a person will reoffend as well as his or her level of job readiness.  Based on the assessment, the participant could receive any or all of these services: academic training, vocational training, intensive case management, and stackable/portable credentials training.”[4]
  • "Program participants are provided with the support they need to overcome many of the challenges they face.  Our suite of services includes:  

 

    • Education and training such as GED, Certified Nursing Assistant and industry recognized vocational credentials (i.e. forklift, ServSafe, ). 
    • Identification of and assistance with removing barriers
    • Case management services and referrals to partner agencies to help with personal needs
    • Professional development workshops to gain skills for the workplace
    • Employment and job placement services
    • Resume and cover letter development, and interview skills training
    • One on one skills assessment and goal setting
    • Online job search and networking
    • Referrals to job locator services
    • Transportation and clothing assistance

  • "OIC of America (OICA) was awarded two three-year U.S. DOL Reentry Grants totaling $8,787,369 to expand its SOAR program… This award allowed OICA to expand their current program from seven affiliates and program partners to eleven, covering six states, which is 29% of their affiliate network, and 27% of their current U.S. state coverage."[7]
  • “Through this award from the Department of Labor], the OICA network will serve more than 2,000 participants who are currently or formerly involved in the criminal justice system in the following locations:
    • MN – North and South Minneapolis
