Policy Making and Governing Challenges

  • Short-Term
    • Connecting with our allies in this project such as the Council on the Environment.
      • Using our solid relationship with Reilly to  expand our cause.
      • Assemblyman Reilly was an alumni of Siena College. Consequently, it would not be much of a challenge for him to use his resources to further connect Siena College with the Hudson River investigation
    • Getting this "bill" on the agenda of some local politicians. 

 

  • Long-Term
    • One long term and short term challenge would have to be getting different parties on the same page about this project.  Even though Assemblyman Reilly has given us his blessing on this investigation, how are Republicans going to feel about it? Do they think its a waste of time, energy and money?  
      • A big challenge is to introduce Representatives that our not necessarily on our side, persuade them with cold, hard evidence and proceed.
      • Keeping the momentum going!!!! Even though we might catch the attention of local politicians early on, we must keep coming up with persuasive evidence to prove that this investigation has "legs".
    • A big long term is incentive....
      • Perhaps if we do a good enough job on the preliminary run through, our group could be rewarded with additional resources including
      • Volunteers.( High-up, knowledgable resources) 

 

Policy Making and Governing Opportunities-Once again the wiki double wrote my challenges in the opportunities section...so for now just pay attention to the writing below, not the clicked section-Pete

  • Short Term 
    • The first short term opportunity we have is the interview with Julie Comley and I with Assemblyman Reilly. In that interview, we learned a lot about the stakeholders and "hidden gems" of the Albany County area (ex:Farmers Markets).  I believe that it went well and perhaps we can schedule another interview with Assemblyman Morelle.   
    • LOCATION!!!!! We have prime location near two integral entities: THe Hudson River and the Capitol District. First, we have the golden opportunitty to get water samples and take pictures of the Hudson to prove our point. Secondly, if we have a question regarding legislation, we can contact the necessary legislation and schedule an appointment. 
    • Great Connections....We have a school filled with political connections and  Dr. Johnson already knows a lot of the heavy hitters around Albany County.

 

  • Long-Term 
    • Additional Resources...this means people with a better expertise of the area we are trying to persue (then average Siena students)...this could mean additional funding from Assemblyman Reilly. 
    • Improved Reputation.....Right now, our team looks admirable but without any meat (besides Dr. Johnson).  If we do a good job in the preliminary investigation,  then perhaps other government will join us and other schools. 
    • Like I said below, long-term opportunities and recommendations are really speculation since we do not know exactly how this report is going to go but I would say community support is a  long term governing opportunity. Yes....we may not have Senators on board after our town meeting, but we will have town clerks and mayors...which are significant for our short term goals.

 

Policy Making and Governing Recommendations

  • Short-Term
    • A big short term government recommendations could be to direct our group to the stakeholders that are really going to get things done (instead of going off on a wild-goose chase) 
    • Our group could get reccomendations on to which stakeholders, political entities or others that are going to stand in our way (an example would be a group that does not want to allocate time and money with the Hudson River) 
    • Our group could be recommending other groups or agencies already enacted to connect the Hudson River with their community

 

  • Long-Term
    • Our group could have a full blue print of what is to be done (this includes short ter and long-term goals) 
    • Our group could know have evolving relationships with political advocates, agencies, and other governmental entities dedicated to our cause 
    •  We could fully flesh out the prelimiary recommendations ( in this sense, taking the recommendations, either expanding on them or cutting them off....) 
    • Long term reccomendations  are something that are going to change because right now we are only in its preliminary phase

 


 

Questions To Be Answered:

 

14. What frames and policy streams would be useful for moving this project forward?

 

     It would definitely be in our best interest to continue contact with Assemblyman Bob Reilly.  However, as far as policy streams are concerned, we need to gain momentum by joining other groups and coalitions. By expanding our movement, we are gaining awareness politically and could be making an effort to gain in popularity. In addition, I think we need to find some politically minded students that are willing to work with local advocates. 

 

15. What technical experts would be allies/opponents to this project and what strategy might be useful in dealing with them?

 

     Some technical experts that are concerned with us definitely deal with Allbany Legislation. A big beginning would be to gain influence with some non profit agenices. Some opponents would be probably be opposition to Mr. Reilly, who would think that our group is useless and n0n-productive.  We could also contact our alumni that have business connections in cleaning up the Hudson and connecting it with the community.

 

16. What state agencies and or laws would be applicable to this project? Non-governmental agencies?

 

     There are obviously some non goverment not for profit agencies. But after some research, we should contact: NYS Senate, Legislation and Agencies. The most important agency is the NYS Department of Environmental Conversation. In addition, the Hudson River Estuary Program and the Hudson River Law Firm will be important to contact since they know the history with the lawsuits and the efforts to clean up the area,

 

17. Thinking about all of the elected officials representing the defined area, what committees do they sit on and how might they be helpful?

 

     There are: 1) NYSL Committee on Professional Standards, the Democratic Assembly Campaign Committee, Democratic Committee Headquarters in Albany, Labor Management Committee, Schenectady County Democratic Committee

          IT would also benefit us to see who are stakeholders adversaries are so that we can prepare a defense....-PETE
