In this section of the issue brief lays out concisely the current policy and programs.  

For most issues, the most direct way to find out the current policy is to "follow the money."  For government programs, you should identify the currently funded programs that focus on the issue area, understand the

Example (for the self-sufficiency of economically distressed communities):

• Small Business Micro-Loan Demonstration Program - provides $15 million for loans and $3 million for grants, 5 year demonstration program.  The maximum loan size is $25,000 and the average size is $10,000.
• Community Equity Investments, Inc. - For example Pensacola, FL has lent $43 million since 1982, spawning 80 small businesses and creating 392 new jobs, 75 percent for low-income levels.
• Community Development Centers (CDCs) - There are currently 2000 CDCs targeting services to low-income people and communities in urban and rural areas, with an increasing focus on microenterprise.
• CDBGs - FY 1992 funding for CDBGs is $3.4 billion for a variety of program activities including shelter for the homeless and day-care.
• Minority Business Development Centers - Funding for FY 1992 is $22.5 million, and the average award is $212,000. These centers provide business development services for a minimal fee to minority firms and individuals.
• Enterprise Zones - 37 states have begun to establish local versions of enterprise zones.
