  • Violence against a particular group is disruptive to the greater community. [1]
  • In 2007, 7,624 incidents of hate crimes were recorded. 16.6% of these crimes involved sexual orientation. [2]
  • 355 hate crime incidents occurred in Virginia in 2007.  [3]
  • The current Virginia statute of hate crimes does not include sexual orientation. Virginia is one of only 14 states to not include sexual orientation in a statute of hate crimes. [4]

    • Requires Justice Department to collect data on hate crimes.[5]

  • Violent Crime Control and Law Enforcement Act of 1994

  • Hate Crime Prevention Act of 1999
    • extends federal hate crime laws to include sexual orientation, gender, and disability.
  • Hate Crime Prevention Act of 2003
    • Enhances federal enforcement of hate crimes.
  • Local Law Enforcement Act of 2003
    • Federal government provides assistance to state and local law enforcement agencies to prosecute hate crimes. Grants of no more than 100,000 dollars are approved by the Attorney General for a fiscal year to be given to applying states.
  • House Resolution 1913
    • Pending legislation to provide Federal assistance to States, local jurisdictions, and Indian tribes to prosecute hate crimes, and for other purposes.    
  • Senate Amendment 1511

                    Agreed to in the Senate by unanimous consent on 7/16/09, the amendment provides for federal assistance to States, local jurisdictions, and Indian tribes to prosecute hate crimes.
